The September 2026 edition of the Indonesian Update presents a main report titled “Analysis of Fiscal Policy and Central-Regional Transfers: Equity, Efficiency, and Economic Freedom.” This paper shall discuss fiscal policy and central-regional transfer mechanisms in relation to equitable development, efficient resource management, and the space for economic freedom. The report shall also examine the challenges in designing central-regional fiscal relations that can strengthen regional independence while maintaining the effectiveness and accountability of public financial management.

In the political arena, the Indonesian Update features two articles discussing the dynamics of civil society organizations and party politics. The article, “Reexamining the Mass Organizations Law: Accountability, Regulatory Differentiation, and Civil Space,” shall examine the regulatory framework for civil society organizations, particularly the need to strengthen accountability while ensuring adequate space for civil society. Meanwhile, the article, “Inter-Party Competition and the Future of the Government Coalition Towards the 2029 Elections,” shall examine the dynamics of competition between political parties and the possibility of changes in the configuration of the government coalition in the political phase leading up to the 2029 elections.

In the legal field, the Indonesian Update includes two articles addressing environmental law enforcement and human rights. The article, “Exploring Environmental Law Enforcement for Animals in Forest and Land Fires,” shall discuss environmental law enforcement in the context of protecting animals affected by forest and land fires, as well as the challenges in ensuring legal protection for animals and ecosystems. Meanwhile, the article, “Reading Human Rights in the Past Year,” reviews developments in human rights issues over the past year, examining the various dynamics and challenges in fulfilling and protecting human rights in Indonesia.

In the social sector, this edition presents two analyses on disaster risk governance and gender-based vulnerability. The article “Community-Based, the Key to Strengthening Disaster Risk Management Governance in Indonesia” shall discuss the importance of a community-based approach in strengthening disaster risk management governance, including through increasing community participation and capacity in facing various disaster threats. Meanwhile, the article “Disasters Are Not Gender Neutral: Understanding Women’s Health Vulnerabilities” discusses how disasters can have different impacts on women, particularly in terms of health, and the importance of a gender perspective in policy formulation and disaster risk management.

Through the monthly publication of the Indonesian Update which raises various strategic and current issues, it is hoped that this report can contribute to policy makers in government institutions, business actors, academics, researchers, think tanks, and civil society, both at home and abroad, to obtain contextual analysis of the political, legal, social, and economic dynamics in Indonesia.
